PNG. Technically speaking, there's nothing illegal in the us about making and selling fan art because copyright isn't enforced criminally. For example i made some tshirt designs with a pikachu in my own style, not traced or anything and tried telling them on redbubble but they took them down.

Creating fan art is illegal and selling it is even more illegal, those are definite facts. Even selling 2d fanart is illegal. Technically speaking, there's nothing illegal in the us about making and selling fan art because copyright isn't enforced criminally.
